You can get it in the tools section of the scenery website. Fixes a
crash, terraserver, Tiff problems, windows images on multiple drives, etc.

I have not changed the terraserver URL into a config string; the problem
is that Terraserver depends on a LOT of parameters - if any one changes,
it breaks.
